I just don't get how your calling his stats flucky, and you would want Rubio instead. Evans is a hybrid PG, that cannot be guarded in the league, regardless of what team he plays for. A guy like Stephan Curry's stats are a bit skewed because his numbers didn't pickup, until his team conceded the season. However Evans has had the same numbers since the start of the season, and the most important stat is that he is shooting 46% from the field, which puts him with an elite group of players to avg 20 a game, and shoot 45%. Evans is a freak of nature for a point guard, and will be in discussion for one of the top point guards for alot of seasons to come. You should really watch him play (I'm assuming you haven't been, based on your comments that he is product of playing for a bad team) Evans knows how to play the game. He is too strong for PG's to guard, and too quick for SG's. He has excellent handles, and finishes better than 90% of the guards in the league. If he gets an NBA 3 point shot, he will be deadly. And don't forget he is only 20 years old

He is the #1 rookie imo but he also is another shoot 1st PG who doesn't shoot well enough to be SG and can create his own shoot but not good enough to create for others to play PG. There are so many teams that are decent with a good shoot first PG but would be great with a worst player but a pass first PG. Look at Derrick Rose, he is a great NBA player who can dominate at times, but he also hurts his team playing PG cause he isn't a PG that can make plays for other guys on a consistent basis. If your PG doesn't make the other guys better, who will?
