Just stumbled across this from the LA Times
"According to Hank Nichols, the NCAA's national coordinator of men's officiating, the rule is often referred to as the Wilt Chamberlain rule because its original intent was to prevent a team from lobbing the ball over the backboard to an immensely tall and talented player because the play couldn't be defended. "The intent wasn't to stop a circus jump shot," Nichols said."

I've seen that rule called several times, but I've also seen it happen several times and not be called. Kind of like holding in football. A shooter can't cross the foul line until the ball touches the rim because of chamberlain too and I don't see that being enforced because a player isn't tall enough.

The rule is found in the "Throw- in" section of the rulebook. Seems like there is a pretty big difference between lobbing Kenny George passes from behind the backboard on out of bounds plays and making a running jumper while in the air with momentum carrying a player out of bounds. One seems unguardable and incredibly effective while the other seems highly unlikely to be successful. Kenny George's height isn't going to give a huge advantage trying to make a runner while fading out of bounds.
