I thought this was a great read. John Hollinger's got a grading system to rank each organization's draft accumen for the last ten years... Obviously, San Antonio came out on top... I'll type out the list here, but you can read why he ranked them this way by reading the article.
He used the following grading system (don't know how to put in tables here, so you'll have to bear with me)...
Points system
Pick.....Bust.....Rotation.....PT starter.....Quality starter.....Minor star.....Superstar
1-5..........-4.........-1..........0...............1.....................2....................3
6-10..........-3..........0..........1...............2....................3....................4
