SLOC is a league that always has openings, as there are more division 1 NCAA schools than pro teams in all the major 4 sports combined.

A couple of major things to note:
1. You need a registered version of the game to play fully. A free trial version is available at:
www.fbbgames.com/fbcb/dl.htm
2. You can pick up a team at any point in the season, and take over as it's coach. You can also set up a team for computer control for a bit in case you're away, so there's no worry about being out-of town.
3. Just like the difference between the NCAA & the NBA, SLOC is different than SLOX & SLOR. Notably different is talent acquisiton: recruiting is key, and geography matters. No trades here, so the focus is more on scouting & recruitng players, hiring staff, depth charts, team tempo/style, and gameplanning against foes.
4. You have a staff which can help you with aspects of player development, and an AD to make requests to, who also gives you goals. Prestige varies from team to team, and conference prestige matters.
I urge you to try the game sometime when you've got a few hours to spend exploring it during the trial - you'll find it interesting, I hope.

No more than 100 pts for any one ability, max. No ZERO point values.
How do those coaching abilities work?
Like this:
Recruiting is your ability to recruit high schoolers to your school. Your recruiting Coordinator (part of your staff) also does this.
Scouting is to evaluate recruits and players. Your Lead Scout (part of your staff) also does this.
Coach Offense is your ability to coach and also your ability to teach offense. Your Assistant coach also does this (part of your staff)
Coach Defense - same as Coach Offense.
You have 240 points of ability to divide amoung those 4 abilities, and you cannot go over. Your staff will help in these areas, but your staff is not like in the Pro game. You hire for one year and the staff may move on the next year. If the are extremely good, they may become head coaches elsewhere.
Example:
Head Coach Mojo Jojo divides his 240 points like this:
Recruit: 45
Scout: 45
Coach Offense: 75
Coach Defense: 75
In this example, I would have to hire good Recruiting and Scouting Staff.
A more risky gamble would look like this:
Recruit: 20
Scout:20
Coach Offense 100
Coach Defense 100
This would mean I am heavily relying on having high quality staff for scouting and recruiting
The opposite is this:
Recruit 100
Scout 100
Coach offense 20
Coach Defense 20
This combination means I am gambling that I will be outstanding at evaluating and recruiting, but not as good of a coach.
